In Berlin, 1986, teenagers Tommy and Heiko dream of fleeing the country, deceiving people, and deceiving the government. Tommy is just out of prison, complete with neo-Nazi tattooing. When they attempt to cross the frontier, they are arrested and locked up as dangerous criminals. Heiko is raped, but is saved by Tommy with the assistance of his Neo-Nazi friends. Heiko seeks revenge on the presumed rapist and is sent to solitary confinement. To help him, Tommy becomes a spy for the German police. They finally manage to escape from prison and out of the country. In 1990, they meet once more in Berlin. Heiko is now an ardent neo-Nazi and Tommy tries to convince him of his mistake. When a sudden attack results in the death of a girl that both have just got to know, Heiko will have to choose between Tommy and his own political inclinations.
